A weekly report on City Government meetings (with agendas when possible) and City-sponsored events Provided by Ann Erdman, City of Pasadena Public Information Officer Published on Monday, February 4 Here are highlights of upcoming Pasadena City Council and Commission meetings, plus City-sponsored events. CITY COUNCIL The City Council will meet Monday, Feb. 4, in the Council Chamber (S249) at Pasadena City Hall, 100 N. Garfield Ave. They will meet in closed session at 5:30 p.m. to confer with real property negotiators regarding 19-25 E. Orange Grove Blvd., 710-722 N. Fair Oaks Ave., 730 N. Fair Oaks Ave., 738 and 750 N. Fair Oaks Ave., 756 N. Fair Oaks Ave., 768 N. Fair Oaks Ave., 782 N. Fair Oaks Ave., 784 and 788 N. Fair Oaks Ave. and 770 N. Fair Oaks Ave. (negotiating parties are the city manager, housing administrator and Retirement Housing Foundation). The public portion of the meeting will begin at 6:30 p.m. * Massage Establishments – With the emergence of various therapeutic massage and bodywork professions as recognized health and wellness disciplines, along with the potential negative effects of massage establishments on adjacent residential neighborhoods, the City Council asked staff to distinguish between the types of massage services in Pasadena and to implement requirements and definitions associated with those uses. On Monday night the City Council will get a report from staff and consider approving related amendments to the Pasadena Zoning Code and directing the city attorney to prepare an ordinance. * Glenarm Power Plant Building – On Dec. 17 the City Council considered a recommendation to approve the designation of the Glenarm Power Plant building as a historic monument. They continued the hearing to allow time for staff to meet with representatives of Art Center College of Design and Pasadena Heritage to discuss Art Center’s concerns about the designation of interior features such as turbines and boilers as historic. Council also asked staff to modify the procedures for review of city-owned buildings for historic designation. On Monday night the City Council will reopen the hearing. * Glenarm Power Plant Building II – In a related item, the City Council will consider authorizing execution of a lease agreement, license agreement and two option agreements to allow Art Center College of Design to pursue improvements of the Glenarm Power Plant site, including adaptive reuse of the Glenarm Power Plant building. * Statewide Sustainability – Green Cities California is intended to be a coalition of cities taking action to accelerate local, regional, national and international efforts to achieve sustainability. The City Council will consider adopting the Green Cities California Sustainability Resolution. COMMISSIONS, COMMITTEES AND BOARDS The City Council’s Public Safety Committee will meet Monday, Feb. 4, at 4:15 p.m. in the Council Conference Room (S245) at Pasadena City Hall, 100 N. Garfield Ave. Agenda items include update on Pasadena Smoking Ordinance and results of outdoor smoking regulation survey; questions about police helicopters; and update on Safe Streets Now! program. The Environmental Advisory Commission’s Energy and Water Committee will meet Monday, Feb. 4, at 5 p.m. at Pasadena Water and Power, 150 S. Los Robles Ave., second floor. Agenda items include status of request for proposals for the Integrated Resource Plan; update on water rate study; and implementation plan for Water Shortage Plan II. The Design Commission’s Urban Forestry Advisory Committee will meet Monday, Feb. 4, at 5 p.m. at Jackie Robinson Center, 1020 N. Fair Oaks Ave. Agenda items include request for public tree removal at 777 S. Oak Knoll Ave.; and palm tree removals on San Rafael median. The Arts & Culture Commission will meet Monday, Feb. 4, at 5:30 p.m. in the hearing room at the Permit Center, 175 N. Garfield Ave. Agenda items include approval of $7,000 from the Cultural Trust Fund for the Cultural Nexus Summit. The Historic Preservation Commission will meet Monday, Feb. 4, at 6 p.m. in the hearing room at the Permit Center, 175 N. Garfield Ave. (enter through side door on Ramona Street). Agenda items include advisory review of Rose Bowl Stadium renovation project/comments on draft supplemental EIR; applications for landmark designation for 210 S. Orange Grove Blvd., 2045 E. Monte Vista St., 160 S. Orange Grove Blvd. and 182 S. Orange Grove Blvd.; certificate of appropriateness for new construction of a gate and fence at 620 E. Jackson Ave.; and update on 2008 Preservation Awards. Please note there will be a 4;30 p.m. site visit to 2045 E. Monte Vista St. and a 5 p.m. site visit to 210 S. Orange Grove Blvd. The Recreation and Parks Commission will meet Tuesday, Feb. 5, at 6 p.m. at Pasadena Senior Center, 85 E. Holly St. Agenda items include consideration of support for naming a trail segment in the Central Arroyo the Tad Williams Trail; quarterly report from the Parks and Natural Resources Division of the Public Works Department; and quarterly report from the Human Services and Recreation Department. The Feb. 5 meeting of the Pasadena Community Access Corporation Board has been canceled. The Zoning Hearing Officer will conduct public hearings Wednesday, Feb. 6, at 6 pm. in the hearing room at the Permit Center, 175 N. Garfield Ave. Agenda items include sign exception to replace an existing roof-mounted sign on a commercial building at 320 S. Arroyo Parkway (Houston’s Restaurant); minor variance to reduce the front yard setback from the required 25 feet to 12 feet to enclose a 34-square-foot covered overhang on an existing single-family home at 1530 Lancashire Pl.; vesting tentative tract map to create eight air parcels for condominium purposes at 704-708 S. Marengo Ave.; variance to allow tandem parking in a single-family zoning district and a minor variance to deviate from the required side-yard setback of 5 feet for an accessory structure at 612 S. Mentor Ave.; variance for a mixed-use project to have a ground-floor height of 9 feet instead of the minimum of 15 feet at 175 E. Del Mar Blvd.; conditional use permit to allow the sale of beer and wine for on-site consumption at 755 E. Washington Blvd. (Melody Restaurant); tentative tract map to consolidate two land lots and create 12 air parcels for condominium purposes at 58 S. Altadena Dr.; and hillside development permit to allow construction of a new, 6,343-square-foot, two-story, single-family home including attached three-car garage, swimming pool and tennis court at 1601 Hastings Height Ln. in the Hillside Overlay District. The Transportation Advisory Commission will meet Thursday, Feb. 7, at 6 p.m. in the Grand Conference Room (Basement Room S038) at Pasadena City Hall, 100 N. Garfield Ave. Agenda items include update on Trip Reduction Ordinance; operation of Metro lines by Pasadena ARTS Bus system; Zoning Code revisions re: bicycle shower and locker facilities; update on scooter and bicycle parking; and look ahead at environmental studies.
